The Centers for Medicare & Medicaid Services’ proposed annual update to Medicare Part A reimbursement for skilled nursing facilities, published in the Federal Register on April 10, 2023, includes policy issues of concern to advocates for residents, including an automatic 35% reduction in civil money penalties imposed against facilities for deficiencies reflecting poor care and the adoption of a resident satisfaction measure developed by the nursing home industry. The proposed rules fail to address the dramatic decline in therapy services provided to residents under the new reimbursement system, including Jimmo maintenance coverage issues. Comments must be submitted by June 5, 2023.
