Facing another failure to repeal the Affordable Care Act, and replace it with a bill that leaves at least 24 million people without coverage, AHCA proponents are desperate enough to throw a lot of money around. They are now trying to reach a last-minute deal to win “moderate” Republican votes by spending an additional $8 billion on High Risk Pools to “cover” people with pre-existing conditions. High Risk Pools have not worked, and will not provide quality coverage.
High Risk Pools would separate the poorest, sickest Americans from the rest of the broader population in order to reduce premiums for the healthier, wealthier people remaining in the larger market. High Risk Pools failed before the Affordable Care Act. They did not, and will not, offer quality, affordable insurance for quality care.
Rather than spending billions to gut ACA’s guaranteed benefits and protections, decimate Medicaid, and weaken Medicare, Congress should work to improve, not repeal, the Affordable Care Act.
