Yesterday KFF released analysis on the possible health insurance coverage losses by state as a result of H.R. 1, which was signed into law on July 4, 2025 (See some CMA comments here). The analysis “How Will the 2025 Reconciliation Law Affect the Uninsured Rate in Each State? Allocating CBO’s Estimates of Additional Uninsured People Across the States,” shows increases in the number of uninsured across the 50 states and D.C. The analysis reflects the uncertainty of pinpointing exact losses because states can impose different reporting requirements for work requirements, which will affect coverage losses. To reflect this, the analysis shows a range of enrollment outcomes in each state. The analysis is based off Congressional Budget Office (CBO) estimates.
