Alison Barkoff, Senior Fellow with the National Academy of Social Insurance, is a professor at the George Washington University Milken Institute School of Public Health and a nationally recognized expert on disability rights, health law, and long-term care policy. Her career spans academia, government, and advocacy, with a consistent focus on strengthening systems that support people with disabilities and older adults. Prior to GW, she led the Administration for Community Living in the U.S. Department of Health and Human Services, where she advanced community living, disability, and aging programs and policy nationwide. She previously held leadership roles in the U.S. Department of Justice, Centers for Medicare & Medicaid Services, U.S. Department of Labor, and several non-profit advocacy organizations. She has testified before Congress and the U.S. Commission on Civil Rights.
