Ms. Barkoff, a nationally recognized expert in long-term services and support (LTSS), Medicaid, disability and aging policy, and civil rights, has served as Administrator of the Administration for Community Living (ACL) at the U.S. Department of Health and Human Services, as Special Counsel for Olmstead Enforcement at the U.S. Department of Justice, and Senior Advisor at CMS.
