On September 18, 2025, the House Energy & Commerce Health Subcommittee held a hearing titled “Examining Policies to Enhance Seniors’ Access to Breakthrough Medical Technologies”. CMA Co-Director David Lipschutz was an invited witness and testified about the need to ensure that breakthrough technologies meet both FDA and CMS criteria to demonstrate their safety, effectiveness and medical necessity in order to adequately protect beneficiaries. In addition, he warned about the dangerous precedent that would be set by another bill that would restrict coverage of certain cancer screening tests to people age 68 and under, adding one year of eligibility for each calendar year – a restriction that is based on cost rather than clinical considerations. In written testimony he also outlined the need to provide stronger oversight of Medicare Advantage plans, strengthen traditional Medicare, and repeal the harmful health-related provisions of H.R. 1, the “One Big Beautiful Bill Act.” A recording of the hearing is available here, and CMA’s written testimony is available here.
