Center for Medicare Advocacy Leadership Change Announcement

Washington, DC and Connecticut – The Center for Medicare Advocacy today announces a leadership change to launch the non-profit law organization into the future. Associate Director/Senior Policy Attorney David Lipschutz and Operations Director Scott Perkins, who collectively have 26 years of experience at the Center, will serve as the Center’s new Co-Directors, effective July 1, 2024. The visionary Founder and current Executive Director, Judy Stein, will continue to work at the Center in a new role, as Senior Advisor, on a reduced schedule.

“I’m excited to share this new leadership transition with the Center’s community,” said Judy Stein. “The Center’s mission is my life’s work, and its future is bright with David and Scott at the helm.”

“Judy Stein built the Center’s capacity to advocate for, and enhance, Medicare for all beneficiaries,” said Center for Medicare Advocacy Board President, Judy Feder. “That mission is even more critical today than when she started; and, thankfully, David and Scott are primed and ready to carry it forward.”  

David Lipschutz will focus on legal matters, policy, and advocacy. Scott Perkins will focus on operations, development, and management. Together, they will continue to build upon the Center’s culture, holistic advocacy, and perseverance. The Center’s extraordinary staff, board, and leadership team – Deputy Director Kathy Holt, Communications Director Matt Shepard, David Lipschutz, Scott Perkins, and Judy Stein – will continue to be guided by the Center’s mission to advance access to comprehensive Medicare coverage, health equity, and quality health care.

“Judy Stein’s tenure at the Center has seen its foundational work in Connecticut grow into the statewide and national policy and advocacy organization that we are today,” said David Lipschutz and Scott Perkins in joint remarks. “We are forever grateful to her for her leadership.”

The Center for Medicare Advocacy was a trailblazing idea when it began in 1986 – a non-profit law organization focusing on Medicare. Today, the Center is a nationally known hub of Medicare expertise that could not achieve its success without its critical and life-enhancing work based in Connecticut. The Center also has a significant presence in Washington, DC, with additional attorneys in California, Maryland, and Massachusetts. The organization provides direct assistance for older adults and people with disabilities, champions an equitable, public Medicare program, presses policy initiatives for the common good, and pursues federal litigation on behalf of all current and future Medicare beneficiaries.

“I am filled with gratitude as I work to support my friends and colleagues at the Center for Medicare Advocacy in this next chapter for the organization,” said Judy Stein. “We invite you to join us as we bring renewed energy and vision to our mission.”

In this spirit, the Center invites you to the 11th Annual National Voices of Medicare Summit and Senator Jay Rockefeller Lecture, taking place April 24. This year’s theme, appropriately, is Pathways to Change. The Summit is free for everyone to attend at KFF’s Barbara Jordan Conference Center in Washington, DC and via live webcast.
